The government decided to raise the subsidy for trade-in cars from between RMB 3,000 and RMB 6,000 to between RMB 5,000 and RMB 18,000 per vehicle. Exchange rate stops descentPublished: 16 Sep 2009 09:02:02 PSTBy Li QiaoyiThe yuan’s real effective exchange rate (REER) index saw an increase in August after five months in decline, according to data released by the Bank for International Settlements Tuesday.The RMB REER rose 1.16 percent from the previous month to 117.38 in August, signaling its first appreciation since March, revealed BIS.The appreciation of the yuan’s REER in August is mainly due to the recent weakening of the dollar, which weighs more heavily than other major currencies in the country’s floating exchange rate regime, Lian Ping, chief economist at the Bank of Communications, told the Global Times Wednesday.The US Dollar Index has maintained a downward trend in recent months, while the central parity rate of the yuan against the dollar has been on the rise.The central parity rate of the yuan stood at 6.8281 against the dollar Wednesday, according to data from the central bank.This change does not indicate that there will be substantial appreciation of the yuan in the future, however, said Lian.Though a weaker dollar might benefit the US by means of improving current account deficit and helping relieve debts, they will not let the dollar drop substantially. The country’s heavy fuel exports, a trend seen since thestart of the year that could reinstate China as Asia’s topseller of gasoline, are a hint that consumption may not havebeen enough to absorb refinery output and drain stockpiles. Exports of gasoline for April by China are set to hit atleast 300,000 tonnes, steady to revised estimates of 290,000tonnes for March shipments, traders said. Estimates for diesel exports next month stood at 250,000tonnes so far with the final programme yet to be finalised,nearing the 300,000 tonnes seen for this month, sources said. ”Right now, there’s still a lot of fuel in the country. Themost important thing is still to lower domestic fuelstockpiles, so the heavy exports will still continue,” said aSingapore-based trader familiar with China oil trade flows.Despite a sharp rebound in domestic fuel sales and higherautofuel exports in February, fuel inventories last month rose11 percent versus end-January, enough to cover two weeks ofdomestic consumption where the norm was for seven to 10 days. Photo: CFPBy Chen Yang A national standard for the personal income tax workers pay on their pensions was announced Thursday, with the State Administration of Taxation (SAT) saying the standard will help more companies establish a pension system for their employees.In China, pensions are comprised of the supplemental income paid to retired workers on top of the standard retirement benefits they receive.They are jointly funded by employers and employees and include investment income derived from the pooled funds.Employees’ contributions to their pensions will now be added to their normal taxable income and taxed at the corresponding rate, while employers’ pension contributions will be treated as separate income and taxed at a relatively lower rate, the SAT said in a statement released Thursday on its website.The upper limit for an employer’s contribution to a worker’s pension is one-twelfth of the employee’s salary in the past year, and the upper limit for the combined payments of the employee and the employer is one-sixth of the employee’s salary during the same period, according to the Ministry of Human Resources and Social Security (MOHRSS).The government has encouraged companies to establish a pension system since 1991. Pensions have sometimes been regulated and taxed under local laws.In Guangzhou, Guangdong Province, for example, a 2007 regulation stated that both employee and employer pension contributions should be added to employees’ normal taxable income.The new national regulation would decrease the taxes workers in Guangzhou pay on their pensions."As there was not a national regulation, some employees did not pay the personal income tax for the pension. With the new regulation, all the employees with a pension should pay taxes," said Feng Yuanshi, head of Retirement, Risk and Finance Consulting at Mercer China.Figures from the MOHRSS show that more than 30,000 companies had established a pension system as of June 30, covering 13 million employees and with a total worth of 200 billion yuan ($29.28 billion).However, employees with pensions comprise just 7 percent of the 174 million employees with basic retirement benefits around the country.Companies that have established a pension system are mainly monopolies or in high-income industries including oil, gas, coal, nonferrous metals, railways, telecommunications and finance.The new regulation will encourage more companies to establish a pension system as well as reduce the gap between high-income and low-income employees, the SAT said on its website Friday, in a document that further detailed its Thursday statement."Under the new regulation I can calculate clearly where my money goes, and enjoy the benefits of the tax rate for the employer’s payment of the pension," said Chen Daming, an employee at Masteel, a State-owned steel and iron company in Ma’anshan, Anhui Province."The government has made progress in reducing some employees’ tax burden, but it should further reduce the personal income tax of employees’ pension payments in the long-term, which could help improve the national pension system," Feng said.
